The National Passenger Rail Corporation of the United States, better known as Amtrak, wished to purchase new high speed trains for the Northeast corridor. SNC-Lavalin Transport Advisory was asked to provide advice on the product specification, procurement and business case.

As part of a wider brief undertaken by LTK and our sister company SNC-Lavalin Rail & Transit (formerly Interfleet) to support the development of the procurement of new high speed rolling stock, we were appointed to bring together the technical and financial aspects of the programme, to develop a compelling commercial case for investment.

Taking inputs from a range of internal Amtrak stakeholders, and working closely with the in-house team, the SNC-Lavalin Project Director developed a business case paper for presentation to the Amtrak board which demonstrated the robust case for initiating the full procurement process. The board endorsed our recommendations and have asked us to return to update and refine the business case once full bid submissions have been evaluated.

In support of the procurement itself, SNC-Lavalin has recommended international good practice to help define the commercial structures for the market, and assisted Amtrak in defining the tender deliverables, evaluation criteria and processes.
